Hyderabad, 2010)<\/span><\/h3>\n<h4><span style=\"\">Coordination and collaboration with regional organizations<\/span><\/h4>\n<p><span style=\"\">The World Telecommunication Development Conference (Hyderabad, 2010),<\/span><\/p>\n<ul class=\"subexp\">\n<li class=\"exp\" style=\"\"><span style=\"\">considering<\/span>\n<ul class=\"sub\">\n<li class=\"basic\" style=\"\"><span style=\"\">a)Resolution 21 (Rev. Doha, 2006) of the World Telecommunication Development Conference;<\/span><\/li>\n<li class=\"basic\" style=\"\"><span style=\"\">b)Resolution 123 (Rev. Antalya, 2006) of the Plenipotentiary Conference;<\/span><\/li>\n<li class=\"basic\" style=\"\"><span style=\"\">c)Resolution 17 (Rev. Johannesburg, 2008) and Resolutions 44 and 54 (Rev. Johannesburg, 2008) of the World Telecommunication Standardization Assembly;<\/span><\/li>\n<li class=\"basic\" style=\"\"><span style=\"\">d)the provisions of \u00a7\u00a7 26 and 27 of the Geneva Action Plan;<\/span><\/li>\n<li class=\"basic\" style=\"\"><span style=\"\">e)the key principles of the Geneva Declaration of Principles in \u00a7\u00a7 60, 61, 62, 63 and 64;<\/span><\/li>\n<li class=\"basic\" style=\"\"><span style=\"\">f)the provisions of \u00a7\u00a7 23 c), 27 c), 80, 87, 89, 96, 97 and 101 of the Tunis Agenda for the Information Society,<\/span><\/li>\n<\/ul>\n<\/li>\n<li class=\"exp\" style=\"\"><span style=\"\">conscious<\/span>\n<ul class=\"sub\">\n<li class=\"basic\" style=\"\"><span style=\"\">a)that the role of regional organizations has continued to growwith the changes that have taken place in the last four years;<\/span><\/li>\n<li class=\"basic\" style=\"\"><span style=\"\">b)that regional organizations are important bodies, and coordination with them should be carried out in order to support coordination and collaboration on the implementation of regional projects;<\/span><\/li>\n<li class=\"basic\" style=\"\"><span style=\"\">c)that it is necessary to adopt ways and means of enhancing the role of ITU in general, and the ITU Telecommunication Development Sector (ITU-D) in particular, in implementing the goals of the World Summit on the Information Society (WSIS) in relation to the development of information and communication technology (ICT) globally, regionally and nationally, in close cooperation with other international and regional organizationsand relevant civil-society bodies;<\/span><\/li>\n<li class=\"basic\" style=\"\"><span style=\"\">d)that it is necessary to seize every opportunity to give experts from developing countries additional opportunities to gain experience by participating in regional and subregional meetings relating to the work of ITU-D Study Groups 1 and 2,<\/span><\/li>\n<\/ul>\n<\/li>\n<li class=\"exp\" style=\"\"><span style=\"\">recognizing<\/span>\n<ul class=\"sub\">\n<li class=\"basic\" style=\"\"><span style=\"\">a)that developing countries are at different stages of development;<\/span><\/li>\n<li class=\"basic\" style=\"\"><span style=\"\">b)the need, therefore, to exchange opinions on telecommunication development at a regional level;<\/span><\/li>\n<li class=\"basic\" style=\"\"><span style=\"\">c)the difficulty for some countries in someregions to participate in ITU-D study group activities;<\/span><\/li>\n<li class=\"basic\" style=\"\"><span style=\"\">d)that, pursuant to the aforementioned Resolutions 44 and 54 (Rev. Johannesburg, 2008), regional rapporteur groups might permit wider participation by some countries, at lower cost, to address certain questions;<\/span><\/li>\n<li class=\"basic\" style=\"\"><span style=\"\">e)that many of these countries make effective use of regional organizations;<\/span><\/li>\n<li class=\"basic\" style=\"\"><span style=\"\">f)that regional and subregional meetings are a valuable opportunity for exchanging information and generating managerial and technical experience and knowledge;<\/span><\/li>\n<li class=\"basic\" style=\"\"><span style=\"\">g)that it is necessary to collaborate with the ITU Telecommunication Standardization Sector (ITU-T) in this respect in implementing Resolutions 44 and 54 (Rev. Johannesburg, 2008),<\/span><\/li>\n<\/ul>\n<\/li>\n<li class=\"exp\" style=\"\"><span style=\"\">recalling<\/span>\n<ul class=\"sub\">\n<li class=\"basic\" style=\"\"><span style=\"\">a)the possibility of creating regional groups to study questions or difficulties which, because of their specific nature, it is desirable to study within the framework of one or more of ITU&#8217;s regions;<\/span><\/li>\n<li class=\"col\" style=\"\"><span style=\"\">b)regional initiatives with a view to:<\/span>\n<ul class=\"subexp\">\n<li class=\"basic\" style=\"\"><span style=\"\">i) implementation of technical cooperation projects and direct assistance to other regions;<\/span><\/li>\n<li class=\"basic\" style=\"\"><span style=\"\">ii) cooperation in regional initiatives with regional and international organizations involved with telecommunication\/ICT development;<\/span><\/li>\n<\/ul>\n<\/li>\n<li class=\"basic\" style=\"\"><span style=\"\">c)the need to create an appropriate mechanism tounify efforts with the bodies referred to in Resolutions 44 and 54 (Rev. Johannesburg, 2008),<\/span><\/li>\n<\/ul>\n<\/li>\n<li class=\"exp\" style=\"\"><span style=\"\">resolves<\/span>\n<ul class=\"sub\">\n<li class=\"basic\" style=\"\"><span style=\"\">1 to continue to encourage the creation of regional groups to study questions or problems that concern a specific region;<\/span><\/li>\n<li class=\"basic\" style=\"\"><span style=\"\">2 that ITU-D coordinate, collaborate and organize joint activities in areas of common interest with regional and subregional organizations and training institutions and take into consideration their activities,<\/span><\/li>\n<\/ul>\n<\/li>\n<li class=\"exp\" style=\"\"><span style=\"\">instructs the Director of the Telecommunication Development Bureau<\/span>\n<ul class=\"sub\">\n<li class=\"basic\" style=\"\"><span style=\"\">1 to take the necessary measures to coordinate with regional and subregional telecommunication organizations, as required;<\/span><\/li>\n<li class=\"basic\" style=\"\"><span style=\"\">2 to establish the necessary procedures for liaison between regional rapporteur groups set up under Resolutions 44 and 54 (Rev. Johannesburg,2008) in ITU-T and the ITU-D study groups, where the subject matter is similar, or to set up similar groups in ITU-D where necessary, on condition that there is no duplication with the regional rapporteur groups set up under Resolutions 44 and 54 (Rev.
