Dubai, 2012)<\/span><\/h3>\n<h4><span style=\"\">Guidelines for strategic activities of the ITU Telecommunication Standardization Sector<\/span><\/h4>\n<p><span style=\"\">The World Telecommunication Standardization Assembly (Dubai, 2012),<\/span><\/p>\n<ul class=\"subexp\">\n<li class=\"exp\" style=\"\"><span style=\"\">noting<\/span>\n<ul class=\"sub\">\n<li class=\"basic\" style=\"\"><span style=\"\">a)        that, in accordance with No. 197C of the ITU Convention, the duties of the Telecommunication Standardization Advisory Group (TSAG) shall include, inter alia, to review strategies and priorities for activities in the ITU Telecommunication Standardization Sector (ITU-T);<\/span><\/li>\n<li class=\"basic\" style=\"\"><span style=\"\">b)        that, in accordance with Resolutions 71 and 72 (Rev. Guadalajara, 2010) of the Plenipotentiary Conference concerning strategic issues, TSAG will provide advice on the strategic plan and the goals, strategies and priorities for the Sector, including recommendations to adjust the plan in light of changes in the telecommunication environment,<\/span><\/li>\n<\/ul>\n<\/li>\n<li class=\"exp\" style=\"\"><span style=\"\">recognizing<\/span>\n<ul class=\"sub\">\n<li class=\"basic\" style=\"\"><span style=\"\">that the Union, and ITU-T in particular, is faced with the challenge to remain an active and effective international forum where Member States, Sector Members and Associates work together to encourage the development of global telecommunications and to facilitate universal access to telecommunication and information services in order to provide to people everywhere the opportunity to participate in and benefit from the global information society and economy,<\/span><\/li>\n<\/ul>\n<\/li>\n<li class=\"exp\" style=\"\"><span style=\"\">considering<\/span>\n<ul class=\"sub\">\n<li class=\"basic\" style=\"\"><span style=\"\">the relevant outputs of the World Summit on the Information Society (WSIS) regarding ITU-T, particularly \u00a7 44 of the WSIS Geneva Declaration of Principles, which recognizes that &#8220;standardization is one of the essential building blocks of the information society&#8221;,<\/span><\/li>\n<\/ul>\n<\/li>\n<li class=\"exp\" style=\"\"><span style=\"\">resolves to invite Member States and Sector Members<\/span>\n<ul class=\"sub\">\n<li class=\"basic\" style=\"\"><span style=\"\">to continue contributing their insights on the strategic plan and priorities of ITU-T to the TSAG strategic planning process,<\/span><\/li>\n<\/ul>\n<\/li>\n<li class=\"exp\" style=\"\"><span style=\"\">instructs the Telecommunication Standardization Advisory Group<\/span>\n<ul class=\"sub\">\n<li class=\"exp\" style=\"\"><span style=\"\">1        to monitor the Sector&#8217;s work during the current study period in light of the current strategic plan adopted in Resolution 71 (Rev. Guadalajara, 2010) and the evolution of the telecommunication environment, including:<\/span>\n<ul class=\"sub\">\n<li class=\"basic\" style=\"\"><span style=\"\">&#8226;        setting appropriate priorities during the course of the study period in order to achieve the Sector&#8217;s objectives against which the performance of the Sector can be measured;<\/span><\/li>\n<li class=\"basic\" style=\"\"><span style=\"\">&#8226;        obtaining regular reports from study group chairmen and other responsible entities as to the achievement of such priorities;<\/span><\/li>\n<li class=\"basic\" style=\"\"><span style=\"\">&#8226;        implementing appropriate action to enable priorities and strategic objectives to be amended in light of changes in the telecommunication environment, or non-achievement of anticipated events;<\/span><\/li>\n<li class=\"basic\" style=\"\"><span style=\"\">&#8226;        evaluating the continuing relevance and applicability of the current plan and proposing the necessary changes, as required;<\/span><\/li>\n<\/ul>\n<\/li>\n<li class=\"exp\" style=\"\"><span style=\"\">2        to prepare proposals to assist in preparation of the Union&#8217;s draft strategic plan for the coming study period that duly reflect:<\/span>\n<ul class=\"sub\">\n<li class=\"basic\" style=\"\"><span style=\"\">&#8226;        the main objectives in the current strategic plan that continue to be relevant;<\/span><\/li>\n<li class=\"basic\" style=\"\"><span style=\"\">&#8226;        new and converging technologies, their priority outcomes and the need to develop, rapidly and reliably, appropriate global standards;<\/span><\/li>\n<li class=\"basic\" style=\"\"><span style=\"\">&#8226;        ongoing and new changes in the telecommunication environment;<\/span><\/li>\n<li class=\"basic\" style=\"\"><span style=\"\">&#8226;        the need to define clearly, and establish broadly, formal relationships with the broadest practicable population of international, regional and other standardization bodies, based on guidelines already agreed in relevant ITU-T A-series Recommendations, and to implement the relevant conclusions of the Global Standards Symposium (GSS), in accordance with Resolution 122 (Rev. Guadalajara, 2010) of the Plenipotentiary Conference;<\/span><\/li>\n<li class=\"basic\" style=\"\"><span style=\"\">&#8226;        the ongoing evolution in the role of ITU-T, which needs to be increasingly inclusive of market dynamics, and needs to coordinate and cooperate, for mutual benefit, with other relevant entities, in order to accelerate the efficient development of internationally useful standards;<\/span><\/li>\n<li class=\"basic\" style=\"\"><span style=\"\">&#8226;        the implementation of Resolution 123 (Rev.
