WTSA RESOLUTION 48 (Rev. Dubai, 2012)<\/span><\/h3>\n

Internationalized (multilingual) domain names<\/span><\/h4>\n

The World Telecommunication Standardization Assembly (Dubai, 2012),<\/span><\/p>\n

    \n
  • recognizing<\/span>\n
      \n
    • a) relevant parts of Resolution 102 (Rev. Guadalajara, 2010) of the Plenipotentiary Conference;<\/span><\/li>\n
    • b) Resolution 133 (Rev. Guadalajara, 2010) of the Plenipotentiary Conference;<\/span><\/li>\n
    • c) relevant outcomes of the two phases of the World Summit on the Information Society (WSIS);<\/span><\/li>\n
    • d) the evolving role of the World Telecommunication Standardization Assembly, in accordance with Resolution 122 (Rev. Guadalajara, 2010) of the Plenipotentiary Conference;<\/span><\/li>\n
    • e) the ITU strategic plan for the period 2008-2011 reflecting the important role of multilingualism in enabling the full participation of all countries in the wo rk of ITU, in building a global information society that is open to all, and in achie ving the goals and objectives of WSIS,<\/span><\/li>\n<\/ul>\n<\/li>\n
    • considering<\/span>\n
        \n
      • a) that there needs to be furthe r in-depth discussion of the political, economic and technical issues related to internationalized (multilingual) domain name s arising out of the interaction between national sovereignty and the need for interna tional coordination and harmonization;<\/span><\/li>\n
      • b) that intergovernmental organizati ons have had, a nd should continue to have, a facilitating role in the coordination of Internet-related public policy issues;<\/span><\/li>\n
      • c) that international organizations have also had, an d should continue to have, an important role in the development of Internet-related technical standards and relevant policies;<\/span><\/li>\n
      • d) that the ITU Telecommunication Standardization Sector (ITU-T) has a record of successfully handling similar issues in a timely manner, especia lly as to the use of non-Latin character sets;<\/span><\/li>\n
      • e) the ongoing activities of other relevant organizations,<\/span><\/li>\n<\/ul>\n<\/li>\n
      • resolves to instruct ITU-T Study Gr oup 16 and other relevant study groups<\/span>\n
          \n
        • to continue to study internationalized (multilingual) dom ain names, and to continue to liaise and cooperate with appropriate entities, whether intergover nmental or non-governmental, in this area,<\/span><\/li>\n<\/ul>\n<\/li>\n
        • instructs the Director of the Telecommunication Standardization Bureau<\/span>\n
            \n
          • to take appropriate action to facilitate the above an d to report to the ITU Council annually regarding the progress achieved in this area,<\/span><\/li>\n<\/ul>\n<\/li>\n
          • invites Member States, Sector Me mbers and concerned regional groups<\/span>\n

            • to contribute to these activities.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n
