PP RESOLUTION 112 (Marrakesh, 2002)<\/span>
\nRegional preparations for plenipotentiary conferences<\/span><\/h3>\n

The Plenipotentiary Conference of the International Telecommunication Union (Marrakesh, 2002),<\/span><\/h4>\n
    \n
  • considering<\/span>\n
      \n
    • a) that many regional telecommunication organizations have coordinated their preparations for this plenipotentiary conference;<\/span><\/li>\n
    • b) that many common proposals have been submitted to this conference from administrations having participated in the preparatory work of regional telecommunication organizations;<\/span><\/li>\n
    • c) that this consolidation of views at regional level, together with the opportunity for interregional discussions prior to the conference, has eased the task of reaching a consensus during the conference;<\/span><\/li>\n
    • d) that the burden of preparation for future conferences is likely to increase;<\/span><\/li>\n
    • e) that the coordination of preparatory work at regional level is consequently of great benefit to the Member States;<\/span><\/li>\n
    • f) that greater efficiency of regional coordination and interaction at interregional level prior to future conferences will help to ensure their success;<\/span><\/li>\n
    • g) that some regional organizations lack the necessary resources to organize adequately and participate in such preparations;<\/span><\/li>\n
    • h) that there is a need for overall coordination of the interregional consultations,<\/span><\/li>\n<\/ul>\n<\/li>\n
    • recognizing<\/span>\n
        \n
      • a) the benefits of regional coordination as already experienced in the preparation of world radiocommunication conferences and of the World Telecommunication Development Conference (Istanbul, 2002);<\/span><\/li>\n
      • b) that not all Member States of the Union are members of regional or subregional telecommunication organizations,<\/span><\/li>\n<\/ul>\n<\/li>\n
      • recognizing further<\/span>\n
          \n
        • Recommendation R20 of the Working Group on ITU Reform to the effect that this conference should adopt a resolution relating to the importance of interregional consultative meetings and instructing the Secretary-General to organize such meetings,<\/span><\/li>\n<\/ul>\n<\/li>\n
        • taking into account<\/span>\n
            \n
          • the efficiency benefits that a plenipotentiary conference could gain from an increased amount and level of preparation by the Member States prior to the conference,<\/span><\/li>\n<\/ul>\n<\/li>\n
          • noting<\/span>\n
              \n
            • a) that many regional telecommunication organizations have expressed the need for the Union to cooperate more closely with regional telecommunication organizations;<\/span><\/li>\n
            • b) that, consequently, the Plenipotentiary Conference (Kyoto, 1994) resolved that the Union should develop stronger relations with regional telecommunication organizations,<\/span><\/li>\n<\/ul>\n<\/li>\n
            • noting further<\/span>\n
                \n
              • that the relationship between ITU regional offices and regional telecommunication organizations has proved to be of great benefit,<\/span><\/li>\n<\/ul>\n<\/li>\n
              • resolves to instruct the Secretary-General<\/span>\n
                  \n
                • 1 to consult with Member States and regional and subregional telecommunication organizations on the means by which assistance can be provided in support of their preparations for future plenipotentiary conferences;<\/span><\/li>\n
                • 2 on the basis of such consultations, and ensuring that all the Member States are associated with this process, to assist Member States and regional and subregional telecommunication organizations, in particular those of developing countries, in such areas as:<\/span>\n
                    \n
                  • – the organization of formal and informal preparatory meetings at the regional and interregional levels;<\/span><\/li>\n
                  • – the organization of information sessions;<\/span><\/li>\n
                  • – the development of coordination methods;<\/span><\/li>\n<\/ul>\n<\/li>\n
                  • 3 to submit to the Council a report on the application of this resolution,<\/span><\/li>\n<\/ul>\n<\/li>\n
                  • invites Member States<\/span>\n
                      \n
                    • to participate actively in the implementation of this resolution.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n
