As a result, I<br \/>\nhad to develop the sort of broad opinion that I hoped to avoid, and<br \/>\ntherefore this has taken a week instead of the day or two I intended.<\/p>\n<p>See attached.<\/p>\n<p>The only reason I used the term ICTs was because the US was proposing<br \/>\nto present an opinion about development goals of the WSIS, on<br \/>\ndiffusing ICTs globally.  But I'm not concerned with defining ICTs.<br \/>\nICT is a general term, and defining it right will keep it a general<br \/>\nterm.  The NTIA has submitted exactly that type of definition to the<br \/>\nCWG-Internet group on behalf of the US.<\/p>\n<p>The concern we should address at the WTPF is the fact that there's<br \/>\nnothing, anywhere in the WSIS framework, that provides a way to see<br \/>\nwhen we're messing with the Internet.  Instead we have lots of other<br \/>\nterms in use that don't lend clarity to that issue.<\/p>\n<p>I therefore submit the attached opinion, the text of which I paste<br \/>\nbelow in snipped form for readability.  Title: Opinion X on<br \/>\nRecognizing the Internet in the Information Society.<\/p>\n<p>It does not define any terms, just provides a few suggested<br \/>\ncharacteristics of the Internet as such.  Also note that nothing in it<br \/>\nsays the ITU should do governance, or even that intergovernmental<br \/>\ngovernance will occur anywhere in particular -- it just acknowledges<br \/>\nthat that's part of the WSIS frame.<\/p>\n<p>Here are a couple of references I wasn't sure I should include:<br \/>\nInternet as General Purpose Platform:<br \/>\nhttp:\/\/www.fcc.gov\/document\/preserving-open-internet-broadband-industry-practices-1<br \/>\n\"Like electricity and the computer, the Internet is a \"general<br \/>\npurpose technology\" that enables new methods of production that have a<br \/>\nmajor impact on the entire economy.\"<br \/>\nfrom a footnote on that page:<br \/>\nTimothy F.
